Renewable Energy Communities
Veneto Energie S.p.A. supports citizens, businesses, local authorities, and associations in establishing Renewable Energy Communities (RECs): shared energy solutions to produce, self-consume, and distribute clean energy in a fair, efficient, and local way.
What are C.E.R.?
A CER is an independent, non-profit legal entity joined by members — such as citizens, SMEs, or local authorities — who collaborate to produce, share, and consume renewable energy locally. The main goal is to ensure environmental, economic, and social benefits for the reference community. The energy generated by various plants (photovoltaic, wind, hydro, biomass, etc.) is shared virtually among members through the national power grid, even if each user is located at a different point within the same geographical perimeter.
The benefits for the community and the territory:- Environmental: reduction of CO₂ emissions and promotion of renewable energy in the area
- Economic: savings on energy bills of up to 30% thanks to collective self-consumption and GSE incentives
- Social: strengthening local cohesion, inclusion of vulnerable groups, and greater energy autonomy from the “centralized system”

Frequently Asked Questions about the C.E.R.
The initial costs for a Prosumer are in line with the installation costs of systems outside the C.E.R. By aggregating multiple systems within the C.E.R., economies of scale can be achieved, reducing installation costs.
Systems with a nominal capacity greater than 1 MWp cannot be connected to the C.E.R.
Various funding sources are available to support the installation of renewable energy systems within a C.E.R. At the national level, a PNRR (National Recovery and Resilience Plan) call is expected, which will likely provide a 40% non-repayable grant for investments made by C.E.R.s established in municipalities with fewer than 5,000 inhabitants. In addition, each region is taking action to finance feasibility studies and/or the installation of systems.
The challenges are the same as those encountered when installing photovoltaic (or other) systems outside a C.E.R. In particular, special attention must be paid to any urban planning restrictions.
The energy produced within a C.E.R. is shared using the national grid, without the need for any special connections or additional infrastructure. Members virtually draw the C.E.R.’s energy directly from the grid, without any specific actions required or risks to their supply.
All members of a C.E.R. remain connected to the national power grid, from which they regularly purchase energy through conventional supply contracts. The energy sharing within the C.E.R. takes place via the national grid and is recognized by the GSE.
Consumers take part in the distribution of the incentives generated by the shared energy and benefit from the reimbursement of system charges.
